One of the most overlooked legal obligations in Montenegro is the mandatory tourist registration, known locally as the boravišna taksa. By law, every foreigner must register with the local police or local tourism organization (Turistička Organizacija) within 24 hours of crossing the border. If you stay in a licensed hotel or regulated guesthouse, the staff will usually submit your passport details digitally and pay the nominal daily fee (around 1 euro) on your behalf.

However, if you rent an apartment via peer-to-peer platforms or stay with private hosts, you must verify that your host actually registers you. In many cases, you will need to accompany your host to the nearest tourist info booth to register in person and receive an official receipt. Border border guards frequently demand proof of registration upon departure, and failure to present it can result in unexpected fines of 60 to 600 euros, along with interrogation delays at land borders or Tivat and Podgorica airports.
